Armidale Regional Council cannot be all things to all people when facing a Category 5 water security crisis and a $157 million water infrastructure deficit. In a climate of 58.8% rate increases, 100% of Council’s focus, staff capacity, and capital allocation must be directed toward essential survival infrastructure—securing drinking water and fixing basic roads—before funding discretionary recreational projects.
